Notice of Public Hearing on the Proposed 2050 Facilities Plan

Public Hearing - June 15th, 2020 at 2 pm

NOTICE IS HEREBY GIVEN, pursuant to Wisconsin Administrative Code Chapter NR 110, that the Milwaukee Metropolitan Sewerage District (District) will hold a public hearing on Monday, June 15, 2020 at 2:00 p.m. In response to current circumstances regarding COVID-19, the District will NOT hold an in-person hearing. The purposes of the hearing are to review the District’s 2050 Facilities Plan and to receive comments from residents and ratepayers. A summary of the project as proposed is below. The District’s 2050 Facilities Plan will be available in its entirety online at: https://www.mmsd.com/government-business/2050-facilities-plan

With a minimum of four business days’ notice prior to the hearing, efforts will be made to accommodate the needs of disabled individuals through sign language interpreters or other auxiliary aids. Review Period -  June 1st to June 30th, 2020

The official 30-day public review period commences on June 1, 2020 and ends on June 30, 2020. During that time, a comment form will be available on the project website listed above. Comments may also be mailed or emailed to kolsen@mmsd.com or Karen Olsen, MMSD, 260 W. Seeboth Street, Milwaukee, WI 53204. Comments received between June 1, 2020 - June 30, 2020 will be included in the official record of the 2050 Facilities Plan.

MMSD 2050 Facilities Plan Overview

The MMSD 2050 Facilities Plan analyzed four systems: Conveyance and Storage, Water Reclamation Facilities and Biosolids, Watercourse and Flood Management, and Green Infrastructure. The recommendations for these systems include existing capital projects and programs that support the 2050 FP, recommended new MMSD projects and programs needed to meet Baseline Conditions (i.e. something similar to “current”), and recommended new MMSD projects and programs to meet Future and Buildout Conditions. When determining which projects will be selected for implementation and the schedule for implementation, MMSD will prioritize the projects using a risk management approach while balancing expenditures within the cash flow objectives of MMSD’s financing plan. The estimated total cost to implement all recommendations of the plan within the 30-year planning period is up to $2.3 billion. MMSD has proposed a phased implementation of the 2050 Facilities Plan that responds to flows and pollutants sent to the water reclamation facilities, population growth and industrial development, and a myriad of other factors. More detailed planning and design studies will be carried out based on actual growth in the service area. These efforts may result in reductions to the estimated costs and a longer timeline for implementation.
